Methodology & PROMETHEE-GAIA Framework

Multi-criteria decision analysis approach

This analysis employs the PROMETHEE-GAIA multi-criteria decision analysis (MCDA) framework to rank sustainable mobility strategies based on multi-stakeholder preferences. The workflow begins by encoding each Living Lab's implemented measures and corresponding KPI changes.

Stakeholder-defined weights are applied to normalize and aggregate pairwise preference values via the PROMETHEE method, yielding positive, negative, and net outranking flows for each business activity. Results are ranked by PROMETHEE I/II scores and visualized in the GAIA plane with weight-stability assessment.

The resulting rankings should be interpreted as input-based suggestions to guide decision-making, not definitive prescriptions. The robustness of top recommendations is assessed through sensitivity analysis to ensure stability across varying weight configurations.
